High winds can lift, crack, or completely remove shingles, leaving the roof deck exposed to water intrusion. Hail causes granule loss and bruising on asphalt shingles, dents metal flashing, and can crack tile, shortening a roof’s remaining lifespan even when no leak appears right away. Lifted flashing or loosened underlayment won’t be visible from the ground at all. Under Florida Statute 627.70132, for losses occurring on or after December 16, 2022, homeowners generally have one year from the date of loss to file a new or reopened property insurance claim. Florida’s 25% Roofing Rule & What It Means for Your Repair

Florida Building Code Section 706.1.1 states that if more than 25% of a roof’s total area, or of a defined roof section, is repaired, replaced, or recovered within a 12-month period, the entire roofing system or section must meet current code requirements. A roof section is defined by boundaries such as expansion joints, elevation changes, or changes in roofing material, and the threshold is calculated per section rather than across the whole roof.

There is a significant exception. Senate Bill 4-D, enacted in May 2022, generally exempts roofs already built or repaired to the 2007 Florida Building Code (in effect since March 1, 2009) or a later edition from the mandatory full-replacement requirement, allowing partial repairs instead.
